Whereas:  We believe that all people throughout the world have a right to eat; and
Whereas:  To eat as a matter of right, people must command the resources necessary to feed themselves now and in the future; and
Whereas:  This may mean for some access to sufficient land, water and tools and for others employment at an adequate wage, as well as caring for those who cannot work; and
Whereas:  The right to eat implies the right to organize, the right to political action, and where necessary, to resist those who would impose hunger for power or profit;
Now, Therefore, I, Rudolph G. Perpich, Governor of the State of Minnesota, do herby proclaim October 16 to be WORLD FOOD DAY.
